Greece Reviews Casino Market as Land-Based Revenues Decline

Greece's casino industry is entering a period of significant change. The Hellenic Gaming Commission (EEEP) has launched a comprehensive review of the land-based casino market, following concerns from the Ministry of Finance over declining casino tax revenues and increased competition from online gambling.

According to EEEP Chairman Antonis Vartholomaios, the review aims to establish a modern and sustainable regulatory framework aligned with international best practices, with new measures expected by spring 2026.

Pressure on Traditional Casinos

While online gambling continues to grow, land-based casino tax contributions have fallen below 10% of total gambling revenues, compared with more than 30% a decade ago. Smaller regional casinos are under the greatest pressure, while integrated resort casinos and diversified entertainment venues are proving more resilient.

Major developments such as the Elliniko Integrated Resort Casino and Regency's new Maroussi venue reflect a shift toward higher-value casino operations — where staff performance, operational efficiency, and game productivity directly impact revenue.

Why Training, Pit Management and Game Optimisation Matter

As regulation tightens and margins narrow, casino operators in Greece must focus on operational excellence. Optimising table games, pit management, surveillance, and customer flow is now essential to protect profitability.

Effective casino training delivers:

• Increased table game productivity
• Improved pit efficiency and decision-making
• Better utilisation of gaming floors
• Enhanced surveillance oversight using table game analysis
• Stronger compliance, AML awareness, and responsible gaming controls

In today's Greek casino market, trained people and optimised operations drive revenue.
