Kazakhstan Expands Casino Zones to Attract Investors and Boost Tourism

Kazakhstan is preparing to expand its regulated casino industry by introducing new casino zones as part of a national strategy to grow tourism, attract foreign investment, and create regional employment opportunities. The initiative follows legislation approved in December, allowing casinos to operate in additional designated areas beyond the country's existing gambling zones.

At present, legal casino operations in Kazakhstan are limited to locations such as Borovoye and Kapchagay. The new framework opens the door for international investors and casino operators to enter emerging tourism destinations, while maintaining strict government oversight and regulation.

New Casino Zones Under Consideration

The government has identified several tourism-driven regions as potential locations for new casino developments, including:

• Caspian Sea coastline (Mangystau Region)
• Lake Alakol (Zhetysu Region)
• Talgar District (Almaty Region)
• Selected areas in East Kazakhstan

Final site approvals will be managed by regional authorities, ensuring each location meets infrastructure and tourism requirements.

Strong Investment and Revenue Potential

According to Kazakhstan's Ministry of Tourism and Sports, each casino is expected to generate 2–3 billion tenge in annual tax revenue and create approximately 500 local jobs. The government has confirmed that tax obligations for casinos will remain unchanged, reinforcing a stable and predictable regulatory environment for investors.

This model aligns with international best practices, where casinos are integrated into resort and entertainment destinations to attract foreign visitors while limiting social risk through designated gaming zones.

Opportunities for Casino Investors and Developers

The expansion of casino zones presents significant opportunities for:

• Casino investors and developers
• Integrated resort operators
• Hospitality and entertainment groups
• International gaming brands seeking regulated markets

As Kazakhstan positions itself as a regional tourism hub, early entry into these new casino zones may offer strong long-term returns.
